Health Safety - Environment Head - CAD Middle East Pharmaceutical Industries - Riyadh - Saudi Arabia

• Develop and improve HSE policies and procedures through reviews and audits, dialogue with management, other individuals.
• Maintain HSE awareness within CAD project at all levels with emphasis on educating all levels of management
• Preparation and reviewing of Process Risk Assessment studies.
• Preparation and reviewing of HAZOP studies related to available designs and manufacturing processes.
• Monitoring the Hazardous Zones and follow up continuous implementation and complying to their requirements.
• Preparation of MSDS’s data base for the chemical materials being handled at CAD.
• Study the required safety tools, accessories, and personnel gears for the entire project from the conceptual design till the implementation.
• Preparation of the required forms and procedures related to Hot & Cold Work Permissions in addition to reviewing & approve of such permissions.
• Preparation of the required forms and procedures related to organic and inorganic waste collection and disposal.
• Ensure the completion of Job Safety Analysis (JSA) and Job Safety Plans (JSP) as requested.
• Ensure that all personnel are medically fit and trained for the assigned tasks and the countries within which they will be working.
• Take the lead in establishing corporate and project standards and requirements in collaboration with the Engineering/Project Manager.
• Monitor and evaluate contractors’ health and safety programs and procedures in order to insure their conformity with regulatory and corporate requirements.
• Issue statistical reports, analyze trends and provide guidelines for continuous improvement.
• Continuously improve implemented HSE training programs in order to maximize results and heighten awareness via education at all levels within the organization.
• Take the lead on incident/accident investigations while documenting all-encompassing causative factors and identifying preventive and corrective measures.
• Act as subject matter expert when interpreting and applying Saudi Arabia & GCC Occupation Health, Safety and Environment Legislation.
Audits and Action Response - 30%
• Conduct safety audits in all areas of the company, on a regular basis, with an emphasis on field projects.
• Perform health & safety inspections and audits. Recommend corrective actions and follow-up on corrective actions implementation.
• Report opinions and comments on possible dangerous situations to the relevant team leaders in the field, and management while conducting HSE audits.
• Recommend reasonable actions to prevent accidents/incidents.
• Assemble all accident/incident reports and the analyses of the causes of any accident/incident occurring to any of CAD’s personnel, customers’ personnel or to third parties.
• Encourage a positive safety spirit in all staff through regular meetings, on-going training and audits of all activities.
• Assemble all accident/incident reports within API industry (where available) and based on these reports, recommend modifications to our HSE Management System where appropriate.
Administration and Documentation - 10%
• Ensure that monthly & quarterly HSE statistics are compiled and reported.
• Complete / assemble supplier and contractor HSE pre-qualification questionnaires.

Skills
1. University degree in a related field (i.e. Diploma or undergraduate degree in HSE or a related discipline (e.g. Chemical Engineering, Process Engineering or Chemistry) is preferred).
2. Minimum of 5 years of experience in Health and Safety in the construction industry and knowledge of environmental safety on an international basis.
3. Proficiency in English (spoken and written); knowledge of an Arabic language is preferred.
4. Excellent communication and interpersonal relations skills.
5. High degree of interpersonal and communication skills required to work with CAD technical staff, contractors, Consultants… etc.
6. Ability to adapt, respond quickly and manage changes in a fast paced environment.

Desired Technical Experience:
1. At least 5 years HSE officer experience.
2. Worked with a pharmaceutical or chemical industrial oriented business, is an asset.
3. Experience with conducting management system audits.
4. Knowledge in local / international HSE regulations, codes, legislation and standards.
5. Strong communication skills - verbal and written.
6. Computer skills - Excel, Word, and Power Point.
7. Good organizational skills.
8. Ability to motivate self and others.
9. Other duties as assigned.
